We will gladly handle firearms transfers from out of state dealers or private parties to a private party within California. This includes processing the required background check of the transferee with the CA Department of Justice (DOJ), holding the firearm for the required 10 days while the background check is being processed, and then completing Federal Form 4473 at the time of the actual transfer. The total cost for this is $75, which includes $25 charged by DOJ for your background check and our fee of $50 for handling the transfer paperwork and securing the firearm for 10 days. If more than one firearm is transferred at the same time, the transfer fee for each additional one is $25. This is only for transfers  from out-of-state or some other area of CA when the seller can't personally appear. If the seller can personally appear, then the charge is only $10. The $25 background check fee still applies, however.

We will also handle the transfer of a firearm from a CA resident to a person in another area of CA or in another state. In this case, regardless of where the firearm is being shipped, the firearm can only be sent to a licensed dealer in the area where the transferee resides. If the transferor (you) desires, we will locate a dealer in that area and arrange for the firearm to be received. That dealer is then bound by the applicable laws in his state and will handle the required paperwork to transfer the firearm to the person receiving it (transferee). A fee is likely to be charged for that transfer. Our charge for shipping the firearm to that dealer is $25 plus the cost of the box, packing material, and the actual shipping charge and insurance. We generally ship via the U.S. Postal Service, since their shipping charges are far more reasonable than UPS. We will advise you of the actual shipping cost at the time of your order.

Top Gun Firearms is a CA State Certified HSC Course Provider. We provide the Study Guide, the HSC Test, and the HSC wallet size card.  As of January 1, 2003,  the HSC is required in CA for the purchase of a handgun unless at least one of the following applies to you:

1. You are a licensed firearms dealer, manufacturer, or importer.
2. You are an active, reserve, or honorably retired member of the U.S. Military. Honorably discharged personnel are not exempt.
3. You are an active, reserve,  or retired CA or Federal peace officer who is/was authorized to carry a firearm.
4. You have a CA Concealed Carry Permit.
5. You are authorized to carry a firearm on your job and have completed a firearms training course approved by the Commission on Peace Officer Standards and Training (P.O.S.T).
6. You are an HSC Instructor certified by the CA Department of Justice.
7. You have a CA "Special Weapons Permit", which means you are licensed to own a machinegun or similar weapon.
